NASA foresees launching an unmanned Saturn workshop in 1973 to begin a sequence of three manned missions. The first crewed flight will stay about 28 days docking with the workshop, followed by two longer missions up to 56 days each. Three Skylab experiments include remote sensing, medical studies of long space living, and high resolution solar observations.
Ohio governors and lawmakers debate a 1.5 cent sales tax increase and a 4 to 8 percent corporate tax as a quick path to a budget. The Senate could take up the measure tonight with a House session possible, while a personal income tax plan was killed after long deliberations. Gov. Gilligan blames Republican leadership for blocking a vote. The state continues with month to month finances and no permanent budget for November or the new fiscal year.
House members faced a tough vote on a proposed constitutional amendment to restore school prayer and overturn 1962 1963 Supreme Court rulings. Supporters pressed for a voluntary nondenominational prayer standard as critics warned of church state entanglement amid cautious forecasts. The measure, driven by petition of 218 members, aims to let public funds support nondenominational prayer in schools and other public buildings.

The Chronicle Telegram invites the public to an open house Sunday from 1 to 5 p.m. to tour its modern offset press and expanded facilities. Advertisers will view tours on Wednesday and Thursday evenings from 6 to 8 p.m. demonstrations include color use and ad techniques with a $1.5 million Goss Metro Offset press in operation.
Up to a foot of snow fell across the northeastern Ohio snow belt with record low temperatures in several cities. Ashtabula Lake and Geauga counties reported six to twelve inches, Cleveland downtown two inches, and eastern Cuyahoga County three to six inches. Toledo set a Nov 8 record low of 18, Cincinnati 20, and Columbus 13. Police logged numerous accidents as visibility dropped and traffic calls surged. Weather forecaster James Thompson described the event as a typical cold snap ending a warm spell.
U S planes struck airfields at Quang Lang and Vinh about 150 miles north of the DMZ in the deepest North Vietnam bombing since 1968. Four F 4 Phantoms supported a recon mission near Dong Hoi as U S troop levels fell to 191,100 amid a shift toward advisory roles while air strikes continue as needed.

A four man advance party from Beijing flies to New York to set in place the arrival of Communist China's first UN representatives. Six advance men reached Paris after a Karachi to Paris flight with two remaining in the French capital. Air France noted an Paris to New York leg with a 2 55 p m EST arrival. Kennedy airport expected the four men shortly after noon today as New York police anticipate possible demonstrations but plan to move them quickly to prevent confrontations.
Army Private Lloyd Thomas Kincaid 18 of Elyria was struck near the Frederick exit on I 70 as he hitchhiked with an unidentified sailor. The car driven by Margaret Reilly of Rockville went out of control, hitting the pair and a sign before striking Kincaid, who died from internal injuries. He served at Aberdeen Proving Ground and had eight weeks of basic training at Fort Knox. Obituary on page 18.
