Council OKs 11.7 Million Appropriation and Debt Note
The council approved an 11.7 million appropriation for two departments. Mayor Marguerite E. Bowman warned the city is already more deeply in debt, citing a 1974 ordinance for Richland Engineering work on Second and Third streets and a December 5 1979 contract signing by Mayor Reichlin. The city owes 8,000 for the engineering work and may suspend further work. Half the contract was to be paid from last year’s funds with the rest this year, but no budgeted money exists. Deputy city auditor Vera Dunn projected 11.5 to 11.8 million in revenues with slight deficits avoided. Capital expenditures were cut from nearly a million to 100,000.
