The new Soviet amnesty order released hundreds of inmates including women with children, minors, the elderly, and those with grave illnesses. It covers nonstate-threatening crimes but retains penalties for counter revolution, major theft, banditry, and premeditated murder.
In Tokyo the Communists agreed to United Nations demands for immediate exchange of sick and wounded prisoners in Korea and to resume armistice talks at Panmunjom. Gen Mark Clark said the exchange could begin within days and liaison officers would meet to arrange resumption of talks.
Twenty bodies recovered from wreckage after two New York Central passenger trains struck a derailed freight in a rainstorm near the Ohio Pennsylvania border. Over 100 of about 400 aboard were injured, with rescue efforts aided by Red Cross teams and state police.
London reports Soviet Premier Georgiy Malenkov and Lavrenti Beria ordered a broad amnesty freeing prisoners held for minor crimes in Russian jails and labor camps. The decree excludes those with sentences over five years for counterrevolutionary crimes or major thefts, affecting many non-political and political inmates.

A car carrying Vernice and Carolin Franklin of West Virginia and driver Frank Whitmer of Jackson Hotel struck a parked tractor trailer on Cleveland Street near Abbe road at 12 25 a m. Whitmer suffered a head cut and faces reckless driving charges pending an alcohol test. The Franklins were admitted to Elyria Memorial Hospital in fair condition with neck and facial injuries and internal trauma.
Frederick T. Brunger 61 and his wife Eva 59 from Elyria suffered injuries when their car was rear ended by a panel truck driven by Clyde Cooper 29 of Vermilion at the junction of Routes 58 and 254. Cooper and his wife were also injured. Cooper was cited for reckless operation.
Wreck on the New York Central main line at Conneaut last night closed four tracks. Through trains used the Michigan Central corridor via Canada and largely bypassed Elyria. Local east west trains operated but were off schedule. mail was delayed and rerouted via Toledo. One track was to be cleared by 3 p.m. with remaining tracks following as repairs continued.

About 250 friends honored Carl Deeds county agricultural agent for eight years of service to Lorain County farmers at a farewell dinner in the Palladeum. The New York Central Railroad released the names of 15 victims of Friday night’s wreck at Conneaut Ohio. Identification occurred at the Erie morgue where 16 bodies were taken. Victims include Vaughan White of Norwood New York and Edna M Ryan of Cleveland, with others listed by city and residence.
