Elyria Board of Education will not pay tuition for 18 year old Marsha Whitehead expelled from Elyria High School after a teacher assault incident. Legal counsel says state law requires tuition to be paid by parents or guardians if a pupil attends an out of district school, making tuition waivers for non-residents unlawful. The board upholds the expulsion and notes paying tuition would be an abuse of discretion and could trigger adverse state findings.
