Carter reinforces Olympic boycott
President Carter ends two days of allied talks in Venice with a firm stand that U S athletes will not compete in Moscow this summer despite Soviet troop withdrawals. He says the boycott is irrevocable and reflects broader world opinion, while noting a symbolic Soviet withdrawal would only matter as a first step toward total pullout. He heads to Belgrade for a state visit, then Spain and Portugal, after privately meeting French President Giscard d Estaing.
