SALT signing caps seven years of hard talks
In Vienna and Geneva the United States and Soviet Union finalize the arms treaty after nearly seven years of talks. President Carter and Leonid Brezhnev are to sign four documents each at the Hofburg Palace as weapons counts are released. The pact aims to curb strategic arsenals and pave the way for deeper reductions, with Senate ratification still in doubt.

SALT II unlikely to ease tensions on German frontier
A report from Hof West Germany notes American and West German border guards on the eastern ring keep a tense watch along the death strip. Soldiers say conventional forces matter most and SALT II won’t curb frontline buildup across NATO and Warsaw Pact lines. East Germany guards a 830 mile frontier with heavy fortifications and fatalities since 1961.
