Congress likely to OK Dept of Education
Supporters of President Carter's proposed new education department say they have enough votes for House passage though nearly 200 amendments by opponents could delay final action. The Senate already passed the bill 72 to 21. it would consolidate about 150 programs from 40 agencies under one Cabinet member to streamline federal education. Opponents warn of more bureaucracy and federal intrusion into local school control. White House lobbying boosted House approval chances as Democrats seek to back the president. floor manager Jack Brooks says the measure is a harmless step to improve management and does not create new programs or set policy.
