Parkway study outlines alternate East River Parkway design
Federal Highway Administration engineer Jerry Cloud told city officials last night that an alternate study for East River Parkway is required before federal funding resumes. The plan must show Broad Street traffic closures and include technical drawings linking East Second and Third streets to East Bridge and East Broad streets. Officials warned the delay could push construction from 1977 by about three years and force tough city financing choices.
