U S and Cuba to resume immigration talks and aid exchanges
Cuba agreed to restart immigration talks with the Obama administration and discuss direct mail service, terrorism and drug trafficking cooperation, and hurricane preparedness. The talks were suspended in 2003 after the last meeting, and the move signals willingness to engage from Havana ahead of Clinton's Honduras visit and potential readmission to the OAS.
