Abolish Ohio fuel adjustment clause urged by consumer counsel
Columbus AP The Ohio General Assembly should end the fuel adjustment clause that adds millions to electric bills annually. Consumer counsel William Spratley says his board will back a policy opposing the clause and urging its abolition, proposing fuel costs be recovered through normal rate cases instead. He accuses PUCO of overstepping authority and applying the clause inconsistently after more than 1.2 billion passed through in 1977, far exceeding other rate increases.

PUCO fuel clause study cited in Spratley charges
Spratley accuses PUCO of vague fuel cost rules based on a $172,000 Touche Ross study. The report says fuel cost recoveries are not accurately measured with current data and that each utility records data differently. PUCO's early rulings and a lone dissent by C Luther Heckman are noted amid debates over reform and processing times.
