Army engineers said the Delaware river dam operator acted correctly closing the gates Saturday. Farmers claimed earlier closure would have reduced flood damage. district engineer Col. Walter Kreuger cited weather risks and communication delays as factors. He said all dam tenders follow plans during heavy rains. In Hamden, Conn, drivers stalled on a two mile highway due to suspected red tape while six tons of fish spilled onto the road after a truck crash.
