County's Interest Income Seen Dropping in Budget Plan
The county treasurer warns that 2003 interest income may total 3.9 million, down 17 percent from the 4.7 million projected in December budget planning. He notes rates not this low since 1971 as commissioners move to trim nonessential Agency funding and hold tighter spending while uncommitted funds shrink.

Foltin questioned over expenditures in Lorain
Lorain Mayor Craig Foltin faced council scrutiny over $8.9 million in bond money used for regular maintenance and purchases. Council members cited noncapital items including a $43,000 Elmwood Cemetery veterans memorial and a $20,000 snorkel truck engine repair. Foltin defended the spending as necessary improvements under bond authorization. City Hall expansion consumes nearly $6 million of the funds, with remaining slated for fire parks and cemetery projects.
