Elyria Council OKs 4.5 Million Temporary Appropriation
Elyria City Council approved four and a half million dollars in temporary appropriations to run the city for three months. Auditor Radican said permanent funding must be set by April under state law, with total annual needs around twelve million. Finance will review department requests before April’s main appropriation ordinance. Officials warn of a tight year due to rising costs and limited new revenues. The package includes 1.7 million in general operating costs and funds to hire four new police officers and capital improvements totaling 128,595. A separate second reading approved a state prepared ordinance for the East River Parkway project with a public meeting set for Wednesday at 7:30 p.m. at City Hall. Mayor Bowman urged broad participation. The council also adopted the Sunshine Act notice requirement with a five dollar fee for written meeting notices. Additionally, council authorized Phase B West River Parkway land purchases totaling 52,900 to three sellers.

A fragment discusses the phrase misemet and its opposite, explaining that mischief meant to fail or come to grief rather than achieve. The text contrasts linguistic origins with intended outcomes and hints at historical language shifts.
