Celeste prioritizes education in 1986-87 budget plan
Gov. Richard Celeste says education will be the top priority as he unveils budget recommendations for 1986-87 to the Legislature. He supports higher teachers salaries, but stops short of backing all Board of Education proposals, and notes no tax cut will impede education funding. Franklin Walter and William Phillis outline a $1.58 billion education package including raises to $13,700 in 1986 and $14,800 in 1987, an 8 percent per-pupil increase to $2,235, and $300 million for mandatory kindergarten programs. Other items include special education for inmates, free summer remedial programs, and a Master Plan for Excellence to reform tenure.

Jobs at risk in Conrail sale sparks Eckart push
Rep Dennis Eckart of Ohio urged meetings with Conrail and Norfolk Southern after signaling concern that a Conrail sale to NS may cost Ohio jobs. He warned against loss of competition and possible rate hikes, noting Conrail employs 7600 in state and had 1988 NE Ohio revenues over 51 million. The government still owns 85 percent and a decision keluarga awaits Justice Department input.
