Manning says smear backfired in North Ridgeville probe

Newly appointed county Prosecutor Jeffrey Manning described an anonymous investigator's report on a developer payment as a failed smear. He posed with his wife and son after the election night win. The report cited police and court officials and detailed a 1995 scheme to pay Manning for work on lowering city telephone rates. The report was forwarded to The Chronicle and others, drawing reactions from Chief Assistant Prosecutor Robert Corts and former acting U.S. attorney Greg White. The 1997 North Ridgeville probe questioned Manning's direct payment to avoid city funds, tied to developer Bob Schmitt and Ridgefield Homes. Manning defended his actions, saying there was no criminal intent.
