Ohio Legislature Fails To Act In Special Session
Ohio lawmakers met in a special session but made no progress on the governor’s budget vetoes unemployment insurance and other social security bills. Senate leaders indicated no pending measures had enough support for debate as a joint Democratic Republican caucus planned to decide next steps. The House approved an adjournment plan with a skeleton session to allow signing of any passed bills, while the Judiciary committee blocked a petition based measure to end partisan judicial nominations.

Lawmakers Move To Attach Emergency Clause On Alley Bill
Miami County voters rejected the measure while several representatives did not vote. A 10 to 0 committee vote supported Rep Matthias to attach an emergency clause to the Alley bill aimed at county court judges. The bill would take effect before the May primary filing period, but its provision to fix judge terms could clash with the current law. Other actions included welfare term extender debate, creation of a statewide highway advisory board, and a bill allocating 535,874 to cover department deficits from the governor’s vetoed budget.

Decoys Used To Snare Auto Thieves In Kansas City
Police Director Otto P. Higgins cited a duck hunting trick as the basis for a theft crackdown in Kansas City. Plainclothes officers posed with unlocked cars and dummy keys, arresting thieves who entered decoy vehicles and followed buyable-fenced suspects. The effort expanded to target buyers of stolen tires and parts. In Ontario, five quarry workers quit after a swarm of mosquitoes in near zero weather.
