Tokyo Feb 3 Japan's long range submarine I 63 crippled in collision with a sister sub in Bunga Channel. The 1 63 sank at once and crew of 48 was missing as salvage efforts were launched from Kure base. Navy kept news withheld until midday.
County commissioners order a 9:30 a m meeting with central relief unit members to decide on issuing county relief notes. Subdivisions Elyria Lorain Avon Lake Amherst and LaGrange may issue their own notes or hand funds to the county for administration. The $40,000 relief bill tension grows as unanimity fails. The meeting aims to resolve whether to maintain a central unit or separate funding.
Columbus Feb 3 Earl Cook of Bucyrus president of the State Bankers Association was under consideration for appointment by Governor Bricker as State Superintendent of Banks. It is believed Cook could get the job if the governor chooses him while Samuel H Squire of Elyria currently holds the post.
Washington February 3 Associate Justice James C. McReynolds of the Supreme Court celebrates his seventy seventh birthday today. He is the dean of the court in point of service and is older only than Justice Louis D Brandeis who is eighty two.
The weather summary notes a cloudy colder trend after tonight's snow with a weekend drop in eastern areas. A Texas disturbance has shifted eastward from North Carolina to Georgia, bringing heavy rain to the Lower Mississippi Valley and rain and snow through the Ohio Valley and Pennsylvania. Reports include 8 inches of snow at Cairo Hlinvis and 5 inches at Fort Smith Arkansas.
Explosions at Leicester Square and Tottenham Court Road stations wounded several people and led Scotland Yard to suspect timed bombs. Rome February 3 The United States embassy filed a protest with the Italian Foreign Office over a violent anti Roosevelt press campaign. Ambassador William Phillips delivered the note to Count Galeazzo Ciano as the formal protest in Washington’s name against the campaign.
Senator Bennett Clark moves to publish the inside story of U S aid to France in purchasing American planes. The plan seeks to expose opposition by high army officers to giving France a first bid on new fighting planes. Roosevelt aides testified in secret. Mor genthau and General Craig confirmed parts of the aid. House Republicans press for testimonies on the war department split between Woodring and Johnson. If the committee blocks publication, Clark will appeal to the full Senate.
The Lorain County Children's Home reported total expenditures of 55582 for the year 1938. Principal costs included 12391 for salaries, 26685 for boarding children outside the home, 6284 for food and 1103 for clothing.
County Commissioner Oscar G. Dunn was elected vice president of the County Commissioners Association of Ohio at its annual meeting in Columbus on Wednesday and Thursday. The vote puts Dunn in line to become president next year, following the custom of succeeding to the presidency. He previously served as second vice president and chaired a major committee of the association.
Elyrians bought about 75000 dollars in U S treasury baby bonds last month, more than any three month period in 1938, and over 40 percent of that year’s total. Washington reports national sales at 141,773,627 dollars for the month. bonds cost 18.75 dollars and buyers cannot exceed 10000 dollars per year.
A.C. Botamer of 274 High Street escaped serious harm when his car was struck by a Baltimore and Ohio freight train at a Lake Avenue crossing at 7:45 a m. He said he failed to see the warning flasher while glancing at his vehicle’s instrument panel. The train, moving slowly south, shoved the auto about 25 feet. firemen reported the signals were functioning and the locomotive whistle sounded. The right side of Botamer’s car was badly damaged. train engineers were George Histine and J E Campbell.
Continuance of the CCC drainage camp here for another six months was received from Washington. Ray Hollis, county drainage engineer, said the camp now extends to September, allowing an extensive ditch improvement program this Summer. The French Creek project is the largest of its kind here, estimated at about 48000 by private contract, potentially halved with CCC labor, affecting roughly 7000 parcels and 2700 property owners.
Washington Feb 3 The federal deficit rose to 2.046 billion on Feb 1 while the national debt advanced to a record 39.685 billion after a 50 million transfer to the Social Security old age reserve. Treasury receipts through February totaled 3.251 billion.
County Commissioner Oscar C. Dunn and Commissioner John E. Davidson defend a 12 percent cut in the Aid for Dependent Children program citing insufficient funds. Ed ward DeChant challenges the action while Elyria Oberlin League of Women Voters protests, warning 69 families may lose ADC support and rely on relief at higher county costs.
Elyria Memorial Hospital plans its annual dinner meeting next Wednesday at 6 30 p m in the hospital dining room. Officers and department reports will be heard, six trustees elected, and five new company members chosen to fill vacancies from deaths resignations or removals. Lorain County auto dealers posted a 100 percent rise in January sales from a year earlier. Last month 154 new cars and 12 trucks were sold versus 77 cars and six trucks in January 1938. December 1938 totals were 212 cars and 14 trucks. Elyria dealers sold 50 cars and trucks of a county total 166.
Former Senator Frederick Steiner of Oregon died at Walter Reed Hospital. He was 55, resigned his Senate seat January 31, 1938, and did not seek re election. Steiner was keynote speaker at the 1936 Republican convention and had practiced law in Washington and Portland since leaving the Senate. He had been ill and entered Walter Reed yesterday.
Governor Bricker outlined efforts to fund the school foundation deficit as quickly as possible. He said options include gradual retirements of outstanding notes and state assumption of interest charges, stressing notes must be paid and the debt cannot exceed 750000. A House bill proposes 12600000 for schools with 12200000 distributed now and 400000 for vocational education, not affecting the deficit.
Cincinnati Ohio. Feb 3 The Ohio River is forecast to reach about 50 feet by Saturday night or Sunday, two feet below flood stage, as heavy rains in the upper Ohio valley, especially eastern Kentucky, dumped nearly four inches in some areas. Marietta river at 27 feet expected to rise to 35. Muskingum, Little Kanawha and Great Kanawha Rivers feed into the Ohio and Huntington lowlands may flood.
Safety Director Eliot Ness ordered arrests of anyone playing slot or pinball machines in Cleveland. He also directed police to arrest proprietors of venues hosting the games, though machines need not be removed until midnight February 9.
Rescue crews fought to reach eight firemen buried in the debris of a four story warehouse gutted by an undetermined fire in Syracuse. Acting Chief Thomas Dugan and others were identified among the victims as five trapped earlier, with three more injured. Officials halted hope of survivors as walls continued to crumble and efforts shifted to preventing spread to a nearby office building.
National Tube Operations at the Lorain plant will rise slightly next week over this week. The rail mill will be idle while three butt mills and two skelp mills run. Five days of operation are planned for mills 1 and 5, with other mills idle or reduced.
The body of Quincy D. Almack, wealthy Coshocton county farmer and realtor, was recovered from the Old Walhonding Canal after his automobile plunged into the canal a mile north of Coshocton following a collision with a car driven by Mrs. Russell Kaser of Warsaw. Almack drowned in the closed car in about ten feet of water.
Rivers rise and flood warnings spread across southeast Missouri and eastern Arkansas as rainfall continues. The Ouachita River in central Arkansas swelled rapidly, threatening lowland homes, while roads and highways flooded in several communities including Fisk where the St Francis River reached flood stage.
