Elyria residents face an average monthly increase of 4.57 dollars starting January if City Council approves rate hikes recommended Thursday. The plan targets a 3.64 dollar water and 0.93 dollar sewer rise, driving a 28 percent water bill increase and 2.75 percent sewer rise to fund a 154 million dollar water project and a 105 million dollar sewer upgrade. City officials cited a projected 777 thousand dollar deficit in the water fund without higher rates. Council did not vote and will reconvene with data charts next week.
