USAID used Latin Americans to stir rebellion in Cuba
An AP investigation found that starting in 2009 the Obama era USAID secretly sent Venezuelan Costa Rican and Peruvian youths to Cuba under health and civic programs to provoke political change. The covert travelers faced danger and questions about who paid them as they organized activities including an HIV prevention workshop. The program ran alongside the ZunZuneo social network and continued after the arrest of contractor Alan Gross, raising concerns over policy and safety.
