A Florida couple with a 10-space mobile home park on one acre faces a city ordinance restricting to eight homes per acre after annexation. They seek guidance on complying or defending the plan, noting pressure from planning and council meetings. The adviser begins by stating a city cannot zone them out of business.
Bruce Williams explains that a legal preexisting use permits a mobile home park to remain as is despite new zoning rules. Officials can prohibit expansions or alterations without a variance, but cannot force reduction from ten to eight spaces.
