Police say man threatened officers before police chase and shootout
Lorain man Jeffrey Phillips, 30, told officers he wanted them to shoot him and to kill a police officer. He was shot three times by North Ridgeville officers after ramming a cruiser and attempting to run them down during a domestic disturbance arrest attempt.
