Dorothy Spielman, angered by high electric bills, helped expose alleged graft at South Norwalk Electric Works. Three current commissioners George Carrasquillo Frances Autuore and Edward Ancrum were arrested along with former commissioner John DeBlock and four others in a larceny and conspiracy case involving about $215000. Earlier officials August R. DiStasi Francis T. Willey and Edward Marachanian faced prior charges. Spielman’s push for itemized bills and book scrutiny prompted the probe into petty cash disbursements and a 6 percent surcharge.
