Carey probes sweeping reform of New York liquor law
Gov. Hugh Carey unveiled a three bill package to deregulate the liquor industry abolish the State Liquor Authority and allow liquor manufacturers to own bars and stores. A 4 percent surcharge on alcohol taxes would fund alcoholism and drug abuse programs. The plan also loosens store proximity rules, lets stores sell convenience items, and ties licenses to sales volume potentially enabling chain stores and company owned chains. The proposal would transfer SLA power to the Division of Alcoholic Beverage Control with a single director.
