Carey vetoes bill to ease dog licensing rules

Albany UPI Gov Hugh Carey vetoed a bill aimed at cutting red tape in dog licensing saying it would bypass key safeguards and monitoring. The plan would have merged the application and license, altered tag numbering, and saved few costs while risking inefficiency. Carey noted about $30,000 spent on 1977 licensing supplies would be wasted and implementation would add new costs. The veto also followed Careys approval of other measures including game protection for coyotes and foxes and laws on domestic workers unions credit accounts mortgage limits handicap housing units and banking protections.
