President Ford asks Congress to cap busing programs at five years and restrict court orders to cases involving government action. He favors voluntary desegregation and urges a national education panel to assist communities while allowing some court action to remain unavoidable.
A major oil spill near Mason's Point prompts a 15 mile travel ban for small boats on the St. Lawrence River from Round Island to Chippewa Bay as Coast Guard and U S Canadian teams clean up about 308000 gallons of No 6 fuel oil. Over 20000 feet of boom are in place and cleanup runs by vacuum barges and trucks. traffic resumes slowly with one ship allowed past the barge at a time. The NEPCO 140 barge ruptured three tanks while bound from Montreal to the Niagara Mohawk Oswego plant. the Seaway was closed 2 a m to 2 p m and will stay restricted until the river is clear.
Albany lawmakers clash over public employee pension reform. Assemblyman Ronald Stott calls the Senate bill a phony while Eckert accuses him of misunderstanding the measure. The companion Assembly and Senate bills mirror each other but differ in paper, with a one year provision cited as temporary benefits and a future chapter amendment hinted by leaders.
The Supreme Court in a 5-4 ruling held that Congress exceeded its powers by extending minimum wage and overtime rules to state and local governments. Justice Rehnquist wrote that the 1974 amendments disrupted state control over employer employee relations, affecting police fire and public service functions. The decision overruled a 1968 ruling on public hospital and government service overtime.
Massachusetts state employees returned to work ending the first statewide strike in state history after a three day walkout.union leaders and representatives resumed talks with mediator Eric Schmertz noting progress but no final contract. Judge Morse had threatened $200000 daily fines if the strike persisted.
