UN Nears Action On Spain At United Nations

The Security Council nears a majority backed plan for measures against Franco Spain with nine members including the United States prepared to vote for a compromise. The plan would ask the General Assembly to take steps possibly including a mass diplomatic break if Franco remains in power by September. Russia opposes sending the issue to the Assembly. Britain seeks to block specific action against Spain. Delegates expect to dispose of the Spanish question as Australia, France, and Mexico back the compromise while Poland and Mexico urge leadership against Franco. The council must have all Big Five consent for substantive action.

Draft Compromise Between House and Senate Draft Plans

Draft language shows a compromise between the February 15 House target and May 15 Senate date for a universal draft. It endorses the House wage-raise plan to recruit volunteers, offering 50 percent hikes for privates and smaller raises for top officers, while the Senate favors raises limited to enlisted personnel. Contingent on resolving the teenage draft issue, Senate conferees propose 18-year-olds stay at bottom of the list with domestic-service induction only, unless Presidential certification proves Army need. House rejects this, with Rep. Way proposing a 19-year-old floor instead. Senate conferees refuse.

Under the proposal, controls drop July 1 for beef lamb poultry eggs and most dairy except butter. Supporters hope the conference committee grants latitude to protect nonagricultural commodities with House and Senate plans differing on profit and price ceilings. Some lawmakers expect President Truman may sign without ceremony but protest Congress over inflation.
