Two Area Congressmen Back Acid Rain Tax Plan
Two area congressmen David O B Martin and Sherwood Boehlert voiced support for a national tax on electricity to fund an acid rain program, despite Gov. Mario Cuomo opposing the surcharge. They backed a bill to cut sulfur dioxide and nitrogen oxide by 10 million tons by 1995, with a proposed $6 yearly cost to the typical homeowner and about $3 billion annual revenue. Cuomo endorsed the concept but opposed the electric bill surcharge, preferring emission taxes on industries and utilities.
