Two Nabbed in Plot to Kidnap Marriott
Shepherd of White Plains Maryland and his brother Billy Shepherd of Owings Maryland were arrested in a Federal kidnapping plot targeting Marriott and his wife in Washington. FBI says Paul Shepherd outlined the plan to an undercover agent and offered a park police uniform and $24000 to prove seriousness. The pair faced federal arraignment later.
