Gun law a farce critics call the handgun rule
Gov. Hugh Carey touted the states handgun law as the toughest in the nation prompting a highway sign campaign. Victims Bertollini and Baker say the law is a farce after incidents where suspects displayed a gun but received probation or short terms. Trials of Starowicz and Schneider ended with probation or dismissals under debates over loaded weapons. Baker plans to join the Air Force citing perceived crime safety differences.
