Englewood civic groups debated unified council idea
Dr Emil Swepston urged combining ECCO and WCCCA into a single Englewood civic council to address issues affecting all of Englewood. ECCO members welcomed the concept, while WCCCA members were less enthusiastic and favored keeping separate groups or ECCO as an overseeing body.
