State Secretary Wipt argues that partial primary votes create a ticket under the new name and that a full Democratic ticket must run under another label. The issue centers on filling vacancies for a complete ticket and potential court action to interpret the rule. If upheld, Democrats face dual columns on ballots and diminished presence in South Dakota politics.
