House expands minimum wage scope and social security changes
The House voted 361 to 35 to increase the minimum wage from 40 to 75 cents for many workers while broadening exemptions to exclude fringe staff and various groups. The plan would keep a 40 hour week with overtime and ban child labor outside farms. House Ways and Means advanced Social Security changes expanding coverage to about 11 million more people, raising base to $3,600, boosting monthly benefits, and introducing a new tax schedule by 1970. A cotton acreage quota conference settled near House terms, setting October 15 as the marketing quota proclamation date and preserving soil payment ineligibility for overplanting. Adjournment seemed distant as of August 13.
