Kissack accuses governor of manipulating tax rates
John Kissack of Scottsbluff the Democratic nominee for State Treasurer charged Gov. Norbert Tiemann with manipulating income tax rates for political gain. He said the rate was kept at 13 percent then cut to 10 percent on Sept. 22, a move he called deceptive to lower income groups. He suggested a 12 percent rate with reduced sales tax to balance revenue, about 70 million dollars from each tax.
