Secretary of Agriculture Clifford M. Hardin announced a wheat referendum by mail Oct 12–15 for 1.6 million producers to vote on a federal program if Congress does not act. If Congress acts or extends the Oct 15 deadline, the vote may be moot. otherwise mandatory wheat controls for 1971 could be imposed with a 43.5 million acre national allotment.
Five oil drilling permits were approved by the Nebraska On and Gas Conservation Commission last week. One permit is in Harlan County with Hawn Petroleum Co., Inc. drilling No. 2 Kank-B in the South Alma Field. The other two permits are wildcats in the Panhandle by Sundance Oil Co., including No. 1 Federal Smelting in Banner County and No. 1 Petty in Scotts Bluff County.

The Cheyenne County Welfare Department reports 143 households used food stamps in September with a total benefit of 4 602.75 and a cash receipt of 5 644.25, totaling 10 247 in food value. Inventory procedures require all coupons to be inventoried before and after each sale, and the supply is subject to Federal audit. Users are urged to observe the 9:00 to 2:00 sale hours.
Chuck Wait, former Sidney High athlete, ranks among NAIA District 12 kickoff return leaders with 13.3 yards per return, second in the district this season. Wendall Wilson of Yanton leads punting returns at 20.5 yards per return. Wait is a freshman at South Dakota Tech in Rapid City.

EXTENDED OUTLOOK: Wednesday through Friday cloudy and cold with showers and possible snow then clearing and continuing cold with highs in the 50s.
The Sidney City Council hires an Omaha bonding firm to finance capital improvements for 1970 and 1971 including storm sewer and water projects aimed at alleviating floods and boosting storage. Plans hinge on annexation or access to Interstate 80 interchanges, with forecasts of bonds from half to one million dollars and a broader growth cycle for the drought-struck community.
The Most Rev Edward J Hunkeler aged 76 retired archbishop of Kansas died from injuries after an automobile crash two days earlier in northwestern Minnesota His early ministry began in Wynot Nebraska and he served as pastor of St Cecilia’s Cathedral in Omaha in 1936 He was named Omaha Diocese vicar general in 1944 elevated to bishop of Grand Island in 1945 the first native Kansan to reach the rank later serving in Kansas City Kansas and as archbishop of Kansas.
Scott Fisher, 18, of Grand Island, retained his boys horsemanship title at the Ak-Sar-Ben 4-H Horse Show. He and his horse Lori Do Best topped 59 entrants. Earlier this year he also won all around trophies in two quarter horse shows and the gold medal in showmanship at the Nebraska State Fair.
Public invited to view remodeled Central Elementary School and learn about the Continuous Education pelot program during an open house this Wednesday evening from 7 30 to 9 p m. Superintendent Russell J Pedersen urges parents to attend and discusses community social time with staff in the auditorium.
Lincoln The State Department of Roads announced apparent low bidders for ten highway construction projects across the state. The total estimate was 1 775 000 and low bids totaled 1 623 000. Deuel County project lights at Interstate 80 interchange southwest of Big Springs awarded to Westco Inc Scottsbluff for 248 836.
A six man Japanese Wheat Team led by Masaji Ichihara of the Import Division will tour Nebraska October 17 18 to study wheat production storage and handling. The visit is sponsored by the Nebraska Department of Agriculture Wheat Division and Western Wheat Associates as part of a five state October tour after a Washington DC stop. The group will meet farmers in McCook at a reception at the Elks Club and depart for Denver the following day.
Denver hosts the 1971 National Western Stock Show January 15 23 announced by general manager Willard Simms. The American Shorthorn Association National Show and Sale moves to Denver with its 125th convention and Lassie Queen contest outside Chicago for the first time. Also the American Polled Hereford Association Show and Sale combines with the Super Register of Merit Hereford Show and premier Angus Charolais competition. Entry deadlines listed: November 1 for Polled Herefords and polls, December 1 for most others, December 15 for carloads.
