Canal Treaty Voidable Claim By Former Minister
Washington July 25 Hanis Tay lor, former minister to Spain and a writer on international law, published an open letter contending that the Hay Paunefote treaty is voidable because Panama ceded the canal zone to the United States. There is no room for hair splitting on that point. Within the canal zone the United States is sovereign for all purposes of international law. Under that law a treaty becomes voidable, not void, when a change occurs in the fundamental conditions existing at the time it was made.
