Chain Banking Critic Warns Against Notes Transfer Practice
A. C. Shallengber, chief of the guaranty fund investigation, warned last Friday that chain banking cannot be run like chain merchandising. Investigating the Sterling bank collapse, he traced $80,000 of worthless notes shifted among Morrill, Vesta, and Sterling, a practice he says doomed the Sterling bank in July 1927. He cited lax state supervision and noted losses of $42,904.85 on Sterling notes and $65,456.54 on Morrill notes, with continued risks from comparable chain handling of assets and notes.

National business conditions show stability with mixed signals
The Hoover survey reports continuing stability in production and distribution of commodities with varied industry measurements. Weekly banking checks rose, steel output remained weak, and wheat, cotton, and hog receipts fell while cattle rose. Prices fell overall, with wheat up, and rates for time money steady though call money higher. Bond prices edged up, while failures increased modestly. Canadian retail trade slowed amid rising unemployment, South American markets stayed dull, and European rates softened slightly, fueling a cautious but improving outlook.
