Sioux City police plan to enforce a city ordinance limiting vehicle noise using a decibel meter. City Manager Gary Pokorny says the goal is driver compliance, with tickets and court action for violators. The ordinance, modeled after Colorado laws, may later cover loud stereos and power lawn mowers.
Ray Oliverius announces a countywide volunteer appeal for the Cheyenne Heart Fund campaign with area chairmen listed for Sidney Albion Visser Lodgepole Creek area and others. The drive includes community events, radio telethon plans at the Elks Club and memorials totaling $631.50 in 1975, with county donations reaching $3,935.79 or 365 cents per capita.
Ogallala managers move to curb colored tissue clogging sewers. Mayor Don Svanda says white tissue dissolves easier. City Attorney Ken Spady calls the issue novel. Officials discuss public education despite no home inspections.
A special meeting of the Sidney Board of Education will be held tonight to consider Superintendent R J Pedersen's 1976 77 contract and discuss negotiations with the Sidney Educators Association on next year's teachers contracts. The session starts at 8 15 p m in the library at Sidney Junior High School.
A public hearing will be held Tuesday in the Cheyenne County Courthouse on the county highway department one and six year improvement plan. Cheyenne County Highway Superintendent F B Tommy Thompson said the plan is trimmed due to advancing three projects from the six year plan to active status to use Air Force funds and rising material and equipment costs. The one year plan includes grading drainage surfacing near Gordon Mobile Plaza in Sidney and access to the I 80 interchange, plus three miles of road near Dinklage feedlots with bridge work. The six year plan adds a bridge replacement east of Huntsman and other drainage and culvert projects plus nine bridge replacements with corrugated metal pipe.
Sen Robert Clark of Sidney argues in a weekly release that blanket consolidation of Class 1 rural districts by 1980 is unwarranted. He cites the bill’s broad generalizations, the tax and valuation impacts, and the need to consider distance and local issues before any statewide dissolution. He also voices concern over nursing home Medicaid funding and its effect on county finances and the State Public Welfare budget.
The Associated Press reports a weather system in eastern Nebraska will weaken through the day as a low centered over southwestern Nebraska moves northeast along a stationary front into central Missouri. A Pacific front crosses the Rockies tonight into western Nebraska tomorrow, with decreasing cloudiness east and slight snow flurries possible far west late tonight and early Tuesday. Tonight lows 20s west to 30s east, Tuesday's highs upper 30s to mid 40s, and Sunday highs reached 59 degrees at Beatrice, Scottsbluff, and Chadron with a 26 degree low at North Platte.

She cites pending House bills, notes the Senate bill could alter start times, and favors a year with eight months of fast time at most. She also discusses a zero base budget for federal agencies and cuts to public works funding, urging consolidation and efficiency.
Patricia Hearst and jurors planned to visit two apartment closets in Daly City and San Francisco to view where she claimed weeks of confinement by the Symbionese Liberation Army. The tour was canceled on security grounds. Hearst testified she feared the closet would be her tomb.
The future of the arts in Nebraska will be discussed in Sidney at the public library as part of 38 town meetings in 27 communities. The 7 p.m. session includes an hour long program on the Nebraska Arts Council's Dialogue on the Arts and a 7 30 p.m. ETN broadcast. RW Brown notes attendees will help select delegates for regional conferences, and those absent can pick up an arts questionnaire at banks, libraries, and extension offices.
