Soviet Foreign Minister rejects US arms proposals in Moscow
In a rare news conference Andrei Gromyko called the US disarmament plans one sided and warned they would undermine Soviet security. He linked Carter's human rights push to a worsened atmosphere, criticized early US briefing leaks, and said the Vladivostok accord plan excluding cruise missiles was unacceptable. Vance had left Moscow after three days of talks with Brezhnev to brief Western allies.
