New law raises degree bar for California substitutes
Dr. Kelly F. Blanton reports that starting January 1 1987 a bachelor’s degree will be required for emergency substitute teachers in California public schools. The change could cut as many as 25 percent of current substitutes, especially in remote areas relying on local residents with 90 semester units. CBEST remains a factor for those who qualified before the deadline, with emergency credentials valid through June 30 1987. A Kern County survey of districts seeks input on staffing shortages and the impact of CBEST and the new criteria, with results to lawmakers early January.
