The frost is visible in the mornings with icy coatings, and winter in the San Joaquin Valley is described as a real treat when there is no fog. The text emphasizes chilly mornings and clear days typical of the season.
The Richland School District board met at 6 p.m. Monday to swear in Cliff Ford and then entered a closed session to discuss negotiations. The public session opened at 8:40 p.m. with officers elected. Lawrence Handel was re elected president and Renda Kern clerk. Ford will represent RSD on the Kern County Committee on School District Organization. The consent calendar was approved and new contract matters and developer fee changes discussed. A January 5, 1987 hearing date was set for the developer fee issue.
Shafter City Council meeting actions include honoring retiring Public Works Director Fout with a chef dinner, designating Thanksgiving week as 1986 Shafter Family Week, welcoming Officer Bob Presley, supporting restoration of the Hitchcock Hotel, approving a Preservation Easement grant, backing a Bakersfield clean air coalition, and adjusting Downtown Parking and Business Improvement Advisory board terms. The council set dates for public hearings on assessments, discussed Planning Commission term expirations, and planned applications for upcoming openings in January.
Three MFAD members met in regular session on November 26 with Vice President Ray Nelson presiding. The board approved a Memo of Understanding with Kern Council of Governments regarding federal assistance, with no funds involved.
Nancy and Rick Can open Blair Home, an adult residential facility in Shafter licensed for up to six clients aged 18 to 61. After city council approval, they bought local supplies, aim to teach daily living skills, and evaluate residents after 30 days to set goals. Gail Holmes, Nancy’s sister, manages the home and brings prior related experience.
