Penalty Increase for Cotton Exceeding Allotment This Year
The Agricultural Adjustment Administration raises the penalty on cotton sold beyond grower allotments to three cents per pound, up from two. A three-card system replaces the two-card method, with penalties and penalty-free cotton mailings for 1938 and 1939. The quota is set by allotted acres times normal yield, and excess production faces the higher penalty unless sold as penalty-free.
