Budget cuts led Secretary J M Howells and new Secretary of State J Grant Hinkle to scrap 15000 booklet covers costing 700 dollars and replace with rhododendron designs, allegedly to boost Hinkle’s own name exposure.

The council passed a 15000 appropriation to continue operations at Cedar River Reservoir and set hearings on tidelands and a 1000008 estimated cost project. Measures include 3815 for delinquent women quarters and 10000 to enlarge Pike public comfort station. A 26 week postponement precedes a public hearing on over 1 million for fills south of the railroad, using Beacon Hill earth to build a grade street replacing an aging wooden viaduct on Ninth Ave. Protests from taxpayers delayed the plan.
