General Telephone Company of Michigan appeals to the Circuit Court for Ingham County arguing that the Michigan Public Service Commission order of December 5, 1952 sets rates that do not cover costs and are confiscatory under state and federal law. President Fred E. Norris says the rates deter investor capital and limit expansion needed to meet demand while maintaining service quality.
