Governor Fitzgerald Faces Civil Service Backlash in Michigan
Governor Fitzgerald must navigate growing Republican anger over civil service reform as investigations led by Senator Elmer R. Porter reveal concerns that the merit plan favors Democrats, allows questionable salary assessments, and raises state budget costs. Detroit lawmakers John Hamilton and Chester Fitzgerald proposed a corrective bill to curb civil service evils, leaving the governor on the defensive.

Political favoritism in state sales tax audit storm in Detroit
Senator Porter's committee exposed irregularities in the state sales tax office. An examiner testified he was pulled from a $6,000 to $8,000 deficiency audit while a Republican friendly firm received a demand for immediate payment. Other testimony alleged campaign fund soliciting in offices and mailing lists used for campaign cards on state time. The Detroit inquiry questioned civil service fairness as Governor Murphy pressed for higher wages while personnel reform faced limits.

Let Lansing Take It A Plea For State Aid In Budget Woes
Communities fail to solve issues so local officials plead with the legislature to step in. Budgets are stretched with 18 million in 1937-38 and 100 million requested for 1939-40. Governors seek economy while home rule ideas let cities tax cigarettes and amusements for welfare funds.

During 1939 Michigan plans to raise additional sales tax revenue. The Murphy deficit will be recorded in red ink on the 1939 treasury issue, with funds set aside to repay it as if it were a standard bond issue. The budget will be balanced on that premise.

University of Michigan Astronomy Pioneers and Telescopes
The University of Michigan has a long astronomy history with the 1855 Observatory and a planned modern facility to house a 96 inch reflector, among three major observatories including ones near Pontiac and in South Africa. The Pontiac unit, funded by McMath and Hulbert families, studies sun prominences via motion pictures. The old 12 inch refractor began operation in 1855, while the 37 3/4 inch reflector built in 1911 was among the nation’s largest at the time.
