Observer sues over school board press restraints
A letter from First Amendment attorney William Dixon of Ratley Dickason Sloan Akin Robb to Rio Rancho School Board president Harper threatens federal action for alleged unconstitutional policies restricting The Observer. It cites mandatory written questions, a censor system, teacher intimidation, and an organized boycott, urging immediate rescission at the March 22, 1999 meeting and potential 42 U.S.C. 1983 litigation.

Marsville to be built Saturday at state fairgrounds
Surviving Mars hostile atmosphere is the goal as 800 students and teachers from 26 schools gather at the New Mexico Fairgrounds Creative Arts Center for Marsville. Teams of five to seven construct life support systems for a Mars habitat including air water waste food and climate controls. Inflatable shelters linked by tunnels will form the habitat with Air Force Research Laboratory sponsoring the fifth year program.
