Idaho Voters Face Revenue Bond Amendment on Ballot

Idaho voters will decide in the November general election on a proposed constitutional amendment that would for the first time authorize revenue bonds for designated municipal projects. The measure requires two thirds of electors to approve and would limit bonds to facilities funded by user charges rather than general taxes. The plan stems from statewide water resources studies and a governor's advisory group recommendation.
