Backers of a state constitutional measure against public employee strikes say signatures total around 500,000 with 499,846 needed plus a cushion. If qualified, the initiative would ban public employee strikes, amnesty for strikers, union shop, exclusive representation, binding arbitration, and political use of dues. Dana Rohrabacher noted 900,000 petitions distributed statewide and spending plans of about 250000.
