McKool ends filibuster after 42 hour Texas record

State Sen. Mike McKool of Dallas halted the filibuster after 42 hours and 33 minutes, extending the world record and prompting the Senate to reject his amendment to boost funding for mentally handicapped persons. The body sent the 34.1 billion general appropriations bill to the House with a voice vote, while six members later asked their votes be recorded as no. McKool remained unfazed by numbness and pain and urged extra funds amid public pressure for the mentally disabled.

Pennsylvania insurance chief Herbert Denenberg says flood victims in eastern communities could sue insurance agents and brokers for negligence if they failed to inform clients that flood insurance was available under a federal subsidy plan.
