Segregation shifts in regions with rising and falling rates
Washington AP reports a government study showing black student segregation declined nationwide from 1970 to 1974 but rose in the Northeast. In 1974 intensely segregated schools held 62.2% of black students in the Midwest, 57.8% in the Northeast, 58.4% in border states and DC, 45.1% in the West, and 23.4% in the South. Latino segregation rose across all regions. The study, requested by Senators Javits and Brooke, traces desegregation progress and regional gaps, based on district enrollment data covering most black and Latino students.

He argued the Humphrey Hawkins bill would create largely public service jobs with little future and trigger substantial inflation. Treasury Secretary William Simon urged private sector growth as the path to more jobs. Simon noted NYC cutting its 1976 budget and resuming federal subsidies, while flagging concerns about 1977 78 plans.
