London Moscow radio reported Soviet Premier Bulganin and Communist party chief Khrushchev have returned from a Finland tour. Bulganin told a crowd at the railroad station the visit justified hopes and noted the weeklong trip left the Russians with the impression that the Finnish people do not want war and cherish friendship with the Soviet Union.
